Hi,

Is it possible to build a distro based on debian testing and/ or 
unstable with pdk?

Yes it is. That's what I've been doing in my early pdk project (the 64
Studio distro, based on etch, was built with pdk). Because customers
ask for Ubuntu, I'm now not maintaining any Debian-based components,
but it is possible to make them.

Very roughly, what you'd need to do is something similar to what you
see here:

Or at least that is one of the many possible designs.
